A camera alert app combines a database of known enforcement locations with map or device-location information. The quality of the experience depends heavily on what counts as a verified camera and how recently the data was reviewed.
Location data is only one part of the problem
A phone can determine where it is, but an alert is only useful if the camera database correctly distinguishes red-light enforcement equipment from other roadside cameras and if the record is still current.
Why an alert cannot be guaranteed
GPS accuracy, operating-system behavior, connectivity, database freshness, camera-program changes and device settings can all affect whether an alert occurs. For that reason, responsible products should never encourage a driver to rely on an alert as a substitute for observing the traffic signal.
